Can you drive in Germany on a foreign license?

EU/EEA licenses are valid indefinitely - no exchange needed. All other licenses are valid for 6 months after Anmeldung, then you must hold a German license. Whether you swap paperwork-only or retake tests depends on reciprocity: full-recognition countries and about half of US states exchange without tests; the rest retest theory, practice or both.

The three tiers

Tier 1 - no action: EU/EEA licenses. Drive forever; optional voluntary exchange. Tier 2 - paper swap (Umschreibung): full-reciprocity countries ⚠️ VERIFY current list at build (historically incl. UK, Switzerland, Japan, South Korea, Israel, Australia states, Canada provinces, South Africa, and ~28 US states). Application at the Führerscheinstelle: license + certified translation (ADAC does these), eye test (€7), first-aid course sometimes waived, fee ~€40-50. Done in weeks. Tier 3 - partial/no reciprocity: theory test only (several US states) or theory + practical (non-listed countries incl. India, China, Brazil...). You keep driving privileges only within the first 6 months - start immediately.

Direction: full exchange ~AL, AZ, AR, CO, DE, ID, IL, IA, KS, KY, LA, MD, MA, MI, NM, OH, OK, PA, SC, SD, TX, UT, VA, WA, WV, WI, WY + PR; theory-only ~CT, FL, IN, MN, MS, MO, NE, NC, OR, TN; full tests: the remainder incl. If you must test (the Fahrschule reality)

Even test-only candidates must register with a Fahrschule to book exams. Theory: 1,000+ question pool, official app, available in English and 11 other languages. Practical: German examiners score strictly (Schulterblick!); most exchange candidates take 2-6 paid practice lessons (€50-70 each) to decode German test choreography. Budget €300-800 for test-only routes; a from-zero German license runs €2,500-4,000 - one more reason to exchange within any window you have.

The 6-month deadline is real

Drive past it unlicensed (in German eyes) and insurance can void and Fahren ohne Fahrerlaubnis charges apply. If your reciprocity route needs tests, register with the Führerscheinstelle BEFORE month 6 - a pending application preserves goodwill though not automatically driving rights ⚠️ nuance to verify.
