What is Anmeldung and when must you do it?
Anmeldung is the mandatory registration of your German address at the local citizens office (Bürgeramt). You must register within 14 days of moving in. You need your passport and a Wohnungsgeberbestätigung (landlord confirmation). The resulting Anmeldebescheinigung unlocks your tax ID, bank account, health insurance and phone contracts.

Why Anmeldung matters more than any other paperwork
Nothing in Germany works without it. After registering, the Finanzamt automatically mails your tax ID (Steuer-ID) within about 2-3 weeks. Banks, employers, health insurers and mobile providers all ask for your registered address. Treat Anmeldung as day-one priority, then open your bank account and sort health insurance.

The 14-day rule and fines
The law requires registration within two weeks of moving in. Fines can theoretically reach €1,000, but in practice offices are pragmatic when appointments are scarce: book the earliest slot you can and keep the confirmation as proof you tried. An appointment booked within the window generally protects you.
The appointment problem (and how to beat it)
Big cities have chronic appointment shortages. Tactics that work:
- Check the booking portal at 7:00-8:00 sharp; cancellations release overnight.
- Check every district office in your city, not just your own (in most cities you may register at any Bürgeramt).
- Refresh for last-minute cancellations 24-48 hours ahead.
- Some cities (Berlin) allow walk-ins at select offices early morning; queue before opening.

Registering without your own rental contract
You register where you actually sleep, not where a contract says. Legal options while apartment hunting:
- Staying with a friend: they (as Wohnungsgeber or main tenant) sign the Wohnungsgeberbestätigung.
- Furnished temporary apartments: providers like Wunderflats explicitly support Anmeldung.
- NOT allowed: registering at an address where you do not live (Scheinanmeldung is an offence for both parties) and most hotels/hostels refuse.
After the appointment
You leave with the Anmeldebescheinigung (keep multiple copies). Then in order: tax ID arrives by post automatically, open your bank account, confirm health insurance, take over or set up utilities and internet. Follow the full sequence in the first 30 days guide.

Frequently asked questions
Can I do Anmeldung online?
A few cities pilot online registration for some cases, but in 2026 the norm is still in person. Check your city portal; assume an appointment is needed. ⚠️ VERIFY per city at build time
What if I can't get an appointment within 14 days?
Book the earliest available and keep proof. Offices routinely accept this; fines target people who never register, not those stuck in the queue.
Do I need Anmeldung to open a bank account?
Traditional banks yes. Some online banks accept an EU address to start, then update. See the bank account guide.
Does my landlord have to give me the Wohnungsgeberbestätigung?
Yes, it is a legal obligation (§19 BMG). Refusal can be reported; in practice a reminder citing the law works.
Is Anmeldung the same as a residence permit?
No. Anmeldung is address registration for everyone (Germans included). Non-EU citizens additionally need a residence permit from the Ausländerbehörde.
I'm staying under 3 months, do I register?
If you move into a dwelling and stay over 3 months you must register; short tourist stays don't. Rule of thumb: signed lease or staying 3+ months = register.
